TKW: VisualEditor now live (again)

VisualEditor comes as a standard feature of MediaWiki and turned on out of the box.

It is an alternative way to edit the wiki. Instead of editing code, you are able to edit the fields of the record directly.

However, it relies on all templates being fully documented or it does not work.

For this reason it was turned off some time ago in favour of code editing being the default.

It is now turned back on as documentation has now been completed. This is part of steps to make it easier for people to edit and add publication records.

The next step is to make it easier to start a new record.
